How to recondition batteries at home

Every time I attempted to start my car, it used to give a low whining sound. Moreover, if I tried to jump start it, the engine started running but my car was not starting again once I turn it off. I was really fed up, as this was happening on a regular basis. I just could not drive my car to work!
